DISPATCH: Who's the Terrorist?
Posted on April 5, 2003 by Anita

Peace activists in the United States have been called a lot of things since 11 September, from traitors to terrorists. Now one shameless politican wants to make it official. Oregon state Senator John Minnis introduced a bill to legally classify any protester -- even a peaceful one -- who blocks a road or a business in an act of civil disobedience as a terrorist, and to send that protester to prison for 25 years to life.

When I heard this, I was outraged. Then I went and read the text of the bill he introduced (it would only affect Oregonians, but it would set a frightening precedent). It begins:

Creates crime of terrorism. Punishes by life imprisonment.
A BILL FOR AN ACT
Relating to terrorism; creating new provisions; and amending section 19, chapter 666, Oregon Laws 2001.
Be It Enacted by the People of the State of Oregon:

SECTION 1. { + (1) A person commits the crime of terrorism if the person knowingly plans, participates in or carries out any act that is intended, by at least one of its participants, to disrupt:
(a) The free and orderly assembly of the inhabitants of the State of Oregon;
(b) Commerce or the transportation systems of the State of Oregon; or
(c) The educational or governmental institutions of the State of Oregon or its inhabitants.

(2) A person commits the crime of terrorism if the person conspires to do any of the activities described in subsection (1) of this section.

It occured to me that, if the law passed, Minnis himself would legally be a terrorist. Think about it: "A person commits the crime of terrorism if the person knowingly plans, participates in or carries out any act that is intended, by at least one of its participants, to disrupt the free and orderly assembly of the inhabitants of the State of Oregon." Isnt that precisely what his law would do - disrupt the ability of Oregonians to peacefully assemble in protest? Under such a law, Martin Luther King Jr. would have spent his life in prison as an enemy of the state.

Of course, its not enough just to be furious. Lets do something constructive with our anger: Lets let Mr. Minnis know how we feel about his stupid, dangerous, and un-American bill.
